Hi Ralph,
I am a co-worker of Fred's. He asked me to respond since we were just talking about this very topic yesterday. The Laguna might be a little on the light side for a boat anchor but I have a lead on an old Crescent 36" that weighs in at around 1500 lbs and might work for that purpose. I'm not sure why your particular saw is giving you trouble. I wonder if it has Friday Afternoon assembly syndrome.
 I've glued tires on many (~50 or so) band-saws using weather-strip adhesive. It works great on rubber, urethane and neoprene. Some of the saws have been in use for a decade or more with no issues. It can be had at most any auto parts store for a few dollars. Later, when the tires wear out, it can be taken off  with standard solvents - unlike epoxy which needs to be ground off, burned off or destroyed with nasty chemicals.
Clean the wheel and tire if needed. Get the tire on using a couple of clamps and sticks (levers) then use a stick between the tire and wheel to create a gap that allows you to brush a little of the adhesive under it. Slide the stick along and then brush a little more under there. Rinse and repeat until you have the whole tire glued.
Be careful to not use too much glue. too much seems to eliminate some or all of the crown. It squeezes toward the edges and away from the center.
I have a photo series that shows getting the tire on but never posted the pics for gluing. The series is somewhere on the web. if you search for jbythesea and bandsaw tires it might come up.

 Thanks Joe, I really appreciate the advice. I checked on the Internet about what type of stuff to use in order to get it glued on and I finally decided to use some Gorrila Glue that I got from our local hardware store here. I followed the directions by wipeing the areas to be glued with a damp cloth and spreading a thin layer on the inside of the rubber tire and the out side of the wheel itself. I gave both a few minutes to "set-up" like the directions recomended and then got the rubber around the wheel without a whole lot of trouble. I was also able to position the tire onto the wheel for eveness and did not mount the blade just yet. I cleaned off the excess glue and will put the bandsaw blade on in the morning. Hopefully it will not come off like it did the other day. Scared the bejesus out of me for sure. Ha! Ha! The way my luck goes here lately, I probably got the only Laguna that was being made the day everyone at the company was in a bad mood or something. Unbelievabe !

  I'd be interested in the Cresent 36" if you could get me some info on it. As far as the weight, as long as any of my toold do not out weigh my first wife, I do not have any trouble with that.
